Letter to Bluffs about the Condition of the Bottoms

I would like to write this letter to inform you of the situation of East Saint Louis in the Bottoms. The conditions are devastating and unlivable for the in the area. The people are struggling to do simple things, like find a job, go to school, and live healthy lives. All of which are things that each human has the right to obtain.
This area right by you is struggling with their economy. Most of the people there live on welfare because they are unable to find steady and decent-paying jobs. Teachers in the Bottoms school are struggling just to receive their paychecks. Some of their paychecks are two-weeks late and they are not paid enough to begin with. Also, the schools are constantly laying off teachers because they cannot afford to pay them. There are no businesses to give the people jobs to work their way out of this poverty.
The schools and education are really suffering in East Saint Louis. The teachers are being laid off because of the lack of funding, and as a result the class sizes are increasing. Anytime class size increases, it makes it more difficult for a teacher to control and get through to the students. The teachers cannot even take advantage of the equipment they do have, like the labs because the teachers have too many students to be able to control them. And there are not enough books and supplies to make teaching the students effective. Any extra thing that a teacher wants to use, like a VCR for a video or a book to read, they must pay for out of their own pocket, because the school is unable to pay for it.
Even if the kids wanted to get a better education, they are unable to go to a better school, like the one in the Bluff area. The people in Bluff are refusing their education to the students who really need it, because they say they are in a different jurisdiction. Every child has the right to a good education and opportunities. It is not right to shut them out of better possibilities.
Also, the Bottoms are being plagued by the pollution and waste from the companies and industries of the Bluff area. This waste is causing the houses and schools to be unhealthy places to live. Also there is not enough money to be able to fix the pollution and make it safe. The Bluffs are responsible for this destruction of waste, and they should pay taxes in order to help fix the problem. You cannot just allow for this to happen and ignore the responsibility you have of not only preventing it, but repair the condition it is in now. You must take action and stop ignoring the situation in the Bottoms. You must stop making the problem worse, and realize they the Bottoms are your neighbors and are in need of desperate help.
