Dear People of the Bluffs:
I am writing this letter to inform the people of the Bluffs of the very dire and horrible situation that is in need of attention in the Bottoms. This letter is intended to inform the public of the horrible living conditions and also to direct the attention of the Bluffs to help out their neighbors.
There is severe pollution from the local chemical plants that is harming the residents and also the local environment. For example, Dead Creek receives discharges from the chemical plants, that contain harsh chemicals, and sewage from broken pipes cause the creek to be yellow and brown and also causes the creek to have a foggy appearance. These chemical spills are also affecting the health of the residents by causing various diseases such as cancer, hepatitis, and cholera.
Another concern in the city is that the sewage pipes in the Bottoms are falling apart and causing many sewage overflows in the city. This causes contamination in the schools, people’s houses, and causes unlivable conditions outside. The most recent break in the pipe shut down the school for a week. This is unacceptable because these children need to have an education. This is the only hope that they have to escape these horrible living conditions. The education brings up another point that needs to be addressed.
The children are in need of a better education because the school system in the Bluffs is in need of improvement. When there is an overflow in sewage the basement fills up this toxin and also so does the playground that the children play on. The class sizes are growing because the teachers are being laid off because there is not much money to help pay their salary. There are inefficient teaching tools such as textbooks, labs, and regular materials like paper and pencils for the students. By improving the education system, this will give the students hope and experience for future jobs and to also allow the students an opportunity to leave this area if they want to.
To help out the dire situation in the Bottoms, the people of the Bluffs should pay a tax to help with various projects in the city. The people should pay this tax because some of the flooding that occurs within the Bottoms occurs from the Bluffs. This is not to say that the people of the Bluffs are responsible for the problem in the Bottoms. It would be wonderful if this occurs because the city could develop into a nicer and cleaner area with some money. This money would go towards the fixing of the sewer system and to provide better education for the children of the Bottoms.
I hope that the people in the Bluffs seriously consider helping out there neighbors in the Bottoms.

I thought this was a very well written letter. I liked how a problem was identified and then an example was given. Following the example, the impact on the city was told. This letter would open the eyes of the people living in the Bluffs. I think it would make them consider paying a tax in order to help clean up the Bottoms.
